Para. 18: “…We reaffirm our commitment to help countries meet the Dakar Framework for Action goal of universal primary education by 2015 … We will help foster assessment systems to measure progress, identify best practices and ensure accountability for results…” Drawing on the World Declaration on Education for All made in Jomtien in 1990, the universal Declaration of Human Rights and the Convention on the Rights of the Child, the Dakar Framework, adopted at the World Education Form in Senegal in April 2000, embodies a ‘revitalized collective commitment to achieve Education for All (EFA) by 2015. ’ This commitment puts particular emphasis on the fulfillment of the goals and strategies of EFA, in practice, through multi-sectoral participation and through the use of existent structures, institutions and infrastructures. Since the 2001 Genoa Summit, relevant institutions which have advanced the goals of EFA have included the Working Group on EFA, the High-Level Group meeting on EFA (both of which are subsidiary bodies of the United Nations) and the G8’s Education Task Force.
