Abstract
this paper, I propose to examine a number of referendums in which some of the variables referenced in figure 1 can be shown to vary in ways that are different in certain respects from the patterns typically found in elections. While models of electoral behaviour that are -4familiar to election scholars work reasonably well in explaining referendum voting (LeDuc & Pammett, 1995; Jenssen et al, 1998), the relative weight of a variety of short term factors, including campaign effects, can vary considerably as the context in which a referendum takes place changes. Because referendums are relatively rare events in most countries, this contextual variation is more easily operationalized in a broadly comparative study
