Involving the community and collaborating with its members are cornerstones of efforts to improve public health In recent years, for example, community engagement and mobilization have been essential to programs addressing smoking cessation, obesity, cancer, heart disease, and other health concerns (Ahmed et al, 2010; Minkler et al, 2008) In October 1995, recognizing the importance of involving the community, the Centers for Disease Control and Prevention (CDC) established the Committee for Community Engagement, which was composed of representatives from across CDC and the Agency for Toxic Substances and Disease Registry (ATSDR) Two years later, that committee developed the booklet Principles of Community Engagement, which was published by CDC and ATSDR Principles defined community engagement as “the process of working collaboratively with groups of people who are affiliated by geographic proximity, special interests, or similar situations with respect to issues affecting their well-being ” (CDC, 1997, p 9) We will refer to this second edition as a primer rather than a booklet because of its expanded size and scope The challenges faced by the health system in 1997 are not so different from those of today, but the scope, scale, and urgency of these problems have all sharply increased In 1997, the newly enacted Children’s Health Insurance Program expanded access to health care for millions of children; today the newly enacted Patient Protection and Affordable Care Act expands access to tens of millions of people of all ages In 1997, obesity rates had reached 20–24 % in three states; today, nine states have obesity rates over 30 % (CDC, 2010), and the U S faces unprecedented increases in the prevalence of chronic diseases, such as diabetes, hypertension, and cardiovascular disorders (CDC, 2009) Not surprisingly, community engagement is increasingly recognized as a vital component of efforts to expand access to quality care, prevent disease, and achieve health equity for all Americans Although the principles of community engagement laid out in 1997 have not changed, the body of knowledge supporting them has grown, and more agencies and organizations are involved in promoting community engagement and community-engaged research CDC is now joined by the National Institutes of

Non-carbon dioxide (non-CO2) greenhouse gases include methane (CH4), nitrous oxide (N2O), and a number of high global warming potential or fluorinated gases. The non-CO2 greenhouse gases are more potent than CO2 (per unit weight) at trapping heat within the atmosphere and, once emitted, can remain in the atmosphere for either shorter or longer periods of time than CO2. Approximately 30 % of the anthropogenic greenhouse effect since preindustrial times can be attributed to these non-CO2 greenhouse gases (Intergovernmental Panel for Climate Change [IPCC], 2001b); approximately 25 % of GWP-weighted greenhouse gas emissions in the year 2005 comprise the non-CO2 greenhouse gases (U.S. Environmental Protection Agency [USEPA], 2012). Greenhouse gases are the primary driver of climate change, which can lead to hotter, longer heat waves that threaten the health of the sick, poor, or elderly; increases in ground-level ozone pollution linked to asthma and other respiratory illnesses; and other threats to human health and welfare. In some cases, reducing non-CO2 emissions can have a more rapid effect on the climate and be more cost-effective than reducing CO2 emissions. Energy efficiency: an important market that is gaining momentum Energy efficiency markets deliver goods and services that reduce the energy required to fuel our economies. The International Energy Agency (IEA) estimates that investment in key energy efficiency markets worldwide totalled up to USD 300 billion in 2011. This is a conservative estimate based on an assessment of direct and leveraged investment in identifiable energy efficiency initiatives by the public sector, multilateral finance institutions and major private institutions. Energy efficiency investment has already delivered significant reductions in energy demand. The IEA estimates that for 11 IEA member countries, 1 investment in energy efficiency since 2005 has resulted in cumulative avoided energy consumption of 570 million tonnes of oil-equivalent (Mtoe) over the five years to 2010. Without these energy efficiency measures, 5 % more energy would have been consumed by the 11 countries over that period. This amount of avoided energy is greater than oil used in the United States ’ transport sector in 2010 (554 Mtoe). In monetary terms, 570 Mtoe of crude oil would be valued at USD 420 billion at a price of USD 100 per barrel. Despite these measures being taken only relatively recently, they have already had a significant impact on total final consumption. The emerging energy efficiency market

Studies of paranormal phenomena have nearly always been associated with controversy. Despite the controversy concerning their nature and existence, many individuals and organizations continue to be avidly interested in these phenomena. The intelligence community is no exception: beginning in the 1970s, it has conducted a program intended to investigate the application of one paranormal phenomenon—remote viewing, or the ability to describe locations one has not visited. Conceptually, remote viewing would seem to have tremendous potential utility for the intelligence community. Accordingly, a three-component program involving basic research, operations, and foreign assessment has been in place for some time. Prior to transferring this program to a new sponsoring organization within the intelligence community, a thorough program review was initiated. The part of the program review conducted by the American Institutes for Research (AIR), a nonprofit, private research organization, consisted of two main components. The first component was a review of the research program. The second component was a review of the operational application of the remote viewing phenomenon in intelligence gathering. Evaluation of the foreign assessment component of the program was not within the scope of the present effort.
