We analyze a simple model of economic gr wth and business cycles in which investment and technical pr ar stochastic. To state that, in the last decade, a general atmosphere of " crisis " has pervaded the education system of England and Wales would be, it seems, to state the obvious. The areas of this supposed crisis are well known, relating to such matters as comprehensive schools, academic standards, falling pupil rolls, discipline and corporal punishment and, specifically, for the purpose of this article, truancy. Certainly, " the truancy crisis " has been good journalistic copy from time to time,1 even if the actuality of this " crisis " has been questioned in some recent research findings (for example, Pack Report, 1977; Galloway, 1979). Notwithstanding this, what does seem clear is that there has been a quite substantial increase in both the numbers and range of official personnel now concerned with the problem of truancy. As opposed to the stereotypical view that the truant is the concern of the " school bobby ", such behaviour may now involve responses from education and local authority social workers, schools ' counsellors and pastoral care staff, and the educational psychology service. * Furthermore, the range of options in the attempt to counter truancy consists of a good deal more than the warning visits of the education social worker, backed up by court action, if appropriate. Simon Szreter’s book Fertility, Class, and Gender in Britain, 1860-1940 argues that social and economic class fails to explain the cross-sectional differences in marital fertility as reported in the 1911 census of England and Wales. Szreter’s conclusion made the book immediately influential, and it remains so. This finding matters a great deal for debates about the causes of the European fertility decline of the nineteenth and twentieth centuries. For decades scholars have argued whether the main forces at work were ideational or social and economic. This note reports a simple re-analysis of Szreter’s own data, which suggests that social class does explain cross-sectional differences in English marital fertility in 1911.

Pokok perma-salahan yang dibahas dalam artikel ini terutama memfokus pada argumen penulis bahwa perbe-daan antara pengetahuan lokal dan pengetahuan ilmiah atau barat dapat menimbulkan masalah bagi mereka yang percaya atas makna penting dari pengetahuan lokal bagi pembangunan. Artikel ini mengkaji beberapa kontradiksi dan ironi yang terdapat dalam upaya memberikan penekanan pada makna penting pengetahuan lokal. Menurut penulis, pembedaan pengetahuan lokal dan pengetahuan Barat sebagai dua tipe pengetahuan merupakan hal yang tidak produktif dalam upaya melibatkan peranan pengetahuan lokal itu dalam pembangunan yang tangguh dan berke-lanjutan. Penulis juga mengemukakan bahwa sebenarnya tidak ada sesuatu yang baru tentang retorika dan perwujudan pengetahuan lokal. Ia pun berpendapat bahwa strategi untuk menyusun arsip dan menyebarluaskan pengetahuan lokal itu juga bertentangan dengan konsep dasar dari pengetahuan lokal itu sendiri. Bagian akhir dari artikel ini secara tentantif menelusuri sejumlah kemungkinan dalam mencari jalan ke luar dari dilema ini. Di antaranya adalah melaksanakan preservasi pengetahuan lokal in situ. Upaya ini hanya akan berhasil bila penduduk setempat dapat memperoleh kontrol atas penggunaan lahan dan sumber-sumber daya alamnya.
