Abstract: Unresponsive flows have no end-to-end congestion control algorithm implemented hence they do not
reduce their transmission rate in times of congestion, causing unfairness and congestion collapse.
In this report we investigate an add-on to the well known RED (Random Early Detection) algorithm
called RED+. RED+ adds the functionality of detecting and restricting high-bandwidth, unresponsive
flows to RED gateways. It is based on the assumption that unresponsive flows have higher demand in
times of ... (Update)
