Abstract: this paper is motivated by the need to provide flexible flow management support for a wide variety of continuous media applications in heterogeneous environments. The Lancaster environment consists of PCs, workstations and specialised multimedia enhanced devices connected by ATM, Ethernet, mobile, and proprietary high-speed networks [Lunn, 94].
