Abstract
The concept of electronic commerce is much wider than electronic funds transfer between banks and placing orders for products via an electronic format. What has emerged as economerce is the full range of commercial activities where transactions are partially or wholly undertaken in cyberspace. This paper does not address the environment known as Electronic Data Interchange (EDI) which incorporates the direct exchange of data between institutions and organisations and represents a different set of issues than those associated with business dealings with the public on the Internet. For years citizens have been seeking assurances that their money is safe both during a transaction and at the source and destination. The failure of banks and financial institutions has clearly indicated some of the dangers involved. The questions as to whether it is safe to conduct business on the Internet, or at the bank, or at a small store in Asia all have the same short answer, No. All of these examples and many more have resulted in fraud or loss to the individual, but history has shown our society is based on the concept of trade between individuals and nations.
