Part I. Illustrating the operationalization of consultations Originally, all cases are coded (non-exclusively) for the presence of online [146], forum [123], gated [116], advice [84], EU agencies [22], management and labor [6], and informal [9] types of consultations, or none at all. The gated, advice, EU agencies, management and labor, and informal types are then combined into a single category to which we give the name ‘restricted ’ [188 cases].
