Abstract
In this paper we analyze the outage performance of a slow fading relay channel in the low SNR regime. We present a scheme, called Bursty Amplify and Forward, which achieves the #-outage capacity of the relay channel for small outage probabilities #, and we give a simple characterization of the outage capacity. Our results directly yield the #-outage capacity per unit energy of the channel.
