Abstract
This paper evaluates the e¤ects that the decentralization reforms im-plemented in Colombia during the early nineties had on the quality of public schools. Through panel data techniques we nd that, in the Colom-bian context, political economy trade-o¤s are not important factors in the determination of decentralization results. Conversely, accounting for the changes in householdsdrop-out decisions can signi cantly alter the inter-pretation of such results. Speci cally, allowing for householdsschooling decisions to change, we nd that the total e¤ect of the reforms decreased the quality of public schooling. However, controlling for the signi cant changes in the drop-out rate of public school students that took place af-ter the reforms were undertaken, we nd that the quality of public schools actually improved. 1
