Abstract
My staff and I continue to review the budget passed by the General Assembly and our hope for additional federal funds grows. Due to the cuts to Mandated Categoricals and the need to meet our federal maintenance of efforts requirements the pool of funds that can be used for grants other than MCATS and General State Aid continues to shrink. This will not be a good budget year. I have been saying that since spring 2009 and I am convinced that things will continue to erode before they stabilize, let alone get better. My staff and I have been trying to find ways to provide some relief for districts. I know mandates require the dedication of local resources that many of you feel could be utilized better in order to meet your local needs and that’s why we were working this spring with stakeholders to try to identify individual resources that we could target for relief. We must approach mandate relief in a thoughtful way, mindful to reduce unintended consequences. Our decisions must not only be fiscally, but also educationally, sound.
