INTRODUCTION Organizations increasingly face the problem of protecting confidential information contained in their databases. Government agencies such as the Census Bureau, which are responsible for gathering and disseminating information, adopt many techniques including the masking of microdata, to limit the disclosure of confidential information [Fuller 1993].
