ABSTRACT. This paper investigates the impact of changes in the number of business owners on three measures of economic performance, viz. employment growth, GDP growth and labor productivity growth. Particular attention is devoted to the lag structure. The analysis is performed at the country level for 21 OECD countries. Our results confirm earlier evidence on three stages in the impact of entry on economic performance: an initial direct positive effect, followed by a negative effect due to exiting capacities and finally a stage of positive supply-side effects. The net effect is positive for employment andGDP growth. Changes in the number of business owners have no effect on labor productivity.

This paper explores potential advantages and barriers of virtual teams toward making an interrelation between small and medium-sized firms (SMEs) with a comprehensive review on different aspects of virtual teams in SMEs based on authentic and reputed publications. The purpose of the state-of-the-art literature review is to provide an overview of what is known about the structure and dynamics of virtual collaboration in SMEs which they are the back bone of the world business. This study seeks to address some of the advantages of virtual R&D team in the existing extensive literature on the increase SMEs interrelations. Besides of identify benefits of virtual R&D team in SMEs, propose the way of further studies and recommend improvements. We argue that the routines used to promote interrelation between SMEs, based on virtual collaboration can sometimes create problems for firms as they ignore new challenges. We elaborate various theories on the virtual R&D team by reviewing the precedent papers.

The development of endogenous growth theory has provided many new insights into the sources of economic growth. The essence of the new theory is that growth is a consequence of rational economic decisions. Firms expend resources on research and development to secure profitable innovations. Consumers invest in education to develop human capital and increase lifetime earning. Governments increase growth by providing public inputs, encouraging foreign direct investment, and enhancing educational opportunities. Through the aggregation of these individual decisions the rate of growth becomes a variable of choice, and hence a variable that can be affected by the tax policies of governments. Viewed from an endogenous growth perspective the link between taxation and growth seems self-evident. Corporate taxation affects the return to innovation and hence must affect the optimal amount of research and development. Personal income taxation reduces the returns to education so must reduce the accumulation of human capital. In simulations of economic growth models the effect of taxation on growth has frequently been demonstrated to be considerable. A clear presumption exists that

We study the effect of financing constraints on the decision to do R&D and on the level of R&D investment using survey data and complete financial accounting data on a large number of Italian manufacturing firms from 2001 to 2003. We use a direct indicator of credit constraints and employ an econometric approach allowing for the existence of binding financing constraints to be endogenously determined. We find that there is a significantly negative effect on the probability to set up R&D activities due to the presence of financing constraints, ceteris paribus. We also find that ignoring the endogeneity of the financing constraints indicator and the sample selection originating from firms not interested in doing R&D induces a bias in the estimated effect, which turns out not to be significant. We find the same result when studying the effect of liquidity constraints on R&D spending and are able to show that its reduction due to liquidity constraints is largely to be associated with the reduction in the likelihood to do R&D (the R&D participation decision), rather than with a reduced level of investment.

In most countries, tax policy is one prominentarea where the legislator explicitly reserves a special treatment to small- and medium-sized en-terprises (SMEs). The present article discusses some key tax policy issues relating to SMEs. In the face of a rather daunting array of issues that one encounters when thinking about SMEs, it opts for a broad, but still limited approach. This is reflected in the structure of the article. The first part outlines the contours of the concept of SMEs and positions it with respect to some theories of firm size and growth. In a second step, the article discusses the limits of some frequently cited reasons for special treatment for SMEs and evaluates their relevance for the determination of tax policy in a country. The conclusion is that tax compliance and administra-
