This paper describes a baseline architecture for the provisioning of QoS for mobile terminals in the all-IP radio access network defined by the BRAIN project. It describes the motivation for defining the baseline architecture, the problems it is addressing and the challenges faced in its definition. The paper then proposes a series of optional extensions that can be deployed to enhance the performance of QoS mechanisms within the baseline architecture. I.
