E-government refers to the delivery of national or local government information and services via the Internet or other digital means to citizens or businesses or other governmental agencies. E-government is a one-stop Internet gateway to major government services. E-government facilitates provision of relevant government information in electronic form to the citizens in a timely manner; better service delivery to citizens; empowerment of the people through access to information without the bureaucracy; improved productivity and cost savings in doing business with suppliers and customers of government; and participation in public policy decision-making. E-Governance refers to how managers and supervisors utilize IT and Internet to execute their functions of supervising, planning, organizing, coordinating, and staffing effectively.

The prioritization of information systems projects is a function of the strategic vision of the organization. We develop a model of the IT selection process that is based upon the influence of strategic vision. Strategic vision influences both the type of projects considered, the resources allocated to information systems, and the processes and mechanisms for justifying IT investments. Two of the processes that influence the final project selection are the reporting structure of the IS organization and the involvement of a steering committee for investment prioritization. We suggest that this influences the criteria used to make IT investment decisions. 1.

Innovation has become the key to firm success, and entrepreneurial leadership displayed by the Top Management Team fundamentally drives innovation in firms. This paper discusses findings from an empirical study of factors influencing success of firms operating in developing economies in an industry where science drives pace of change. We find that success of firms in such industries depends on Thriving Innovation Activity that in turn is primarily driven by Effective Entrepreneurial Leadership of the Top Management Team. The paper presents the dimensions of entrepreneurial leadership and its linkage to innovation and firm success in the form of testable propositions. Finally, a preliminary theory of firm success in industries where science drives pace of change is also inducted from this empirical study and presented.

The public sector in most countries is going through profound restructuring in the face of environmental constraints that force the sector to become more efficient and effective. In this respect, one of the most popular tools used in the contemporary reform programme is the application of performance appraisal systems. However, since appraising is considered to be a particularly controversial management practice anywhere it is being practiced, the successful institutionalization of such a system faces numerous challenges and obstacles. The purpose of this study is to explore ‘the degree of institutionalization and how different factors influence the extent of institutionalization of the Performance Appraisal System’ in the Maldivian Public Service. A comparative approach, where the President’s Office and the Public Service Division are selected as the two units of analysis, will be used to find the possible similarities and differences which eventually will be used to make generalizations for the entire public service. Supply Chain Management (SCM) deals with the management of flows of goods, information and funds within and between supply chain partners in order to satisfy consumer needs in the most efficient way (Chopra & Meindl 2007, Christopher 1998). Along a supply chain, various decisions have to be made continuously, from the simple choice, which customer order to be processed next, to the serious question, whether to select a new supplier or to cancel an existing one (Fleischmann & Meyr 2003). All of these decisions are supported by the provision of relevant information. Therefore, the efficiency of a supply chain is strongly influenced by the accurate setup of information flows for decision support. Supply Chain Controlling (SCC) supports SCM by providing the right information at the right time to the right manager for rational decision making. However, there is hardly any methodology available in order to analyze and redesign information flows for controlling activities in supply chains in a structured way. Based on a business case- a pharmaceutical cold chain- managed by arvato, we show how the informational and organizational situation along a supply chain can be assessed by applying a theory originally grounded in cybernetics.

Empirical results clearly indicate that managers spend a great amount of their working time on communication (Mintzberg 1971, Mintzberg 1973). One task of management is to design the communication within the organization in an effective way. Therefore, we argue that the adequate design of information channels within organizations is a crucial prerequisite for the long-term effectiveness of any organization. Based on an action research study carried out at one of arvato’s sites, we sketch how organizations can be analyzed and redesigned in a structured way by combining cybernetics with conceptual modelling. We show how informational and organizational problems have been identified and solved for an organization that has been acquired by arvato.
