This paper was based on a manuscript of the lecture which was delivered by the author at the “ Yonsei-Fudan-Keio Distance Learning Series on Global Governance ” , held at the Shonan Fujisawa Campus of Keio University, 2001. The 21st Century COE program stimulated the author to revise, expand and update the manuscript. This article examines the effect of the old farmers ’ pension program on farm succession in Taiwan. Using an agricultural census survey of 160,380 crop farms in 2005 and an analytical framework of regression discontinuity design, we find evidence that the pension program induced elderly farmers to work more on the farm and less off the farm. Although the primary policy objective of the pension program is to secure the well-being of elderly farmers, an undesired negative effect on farm succession is found.

The cyclicality of prices has been in debate recently. One of the key stylized facts that has served as a cornerstone for traditional business cycle models is the procyclical behavior of prices. Recent research has questioned the empirical basis for this stylized fact. Using quarterly U.S. data, Kydland and Prescott (1990) report that cyclical components of U.S. prices and output are correlated negatively in the post–Korean War period. They cite this result as evidence against the conventional understanding that prices are procyclical. Cooley and Ohanian (1991) confirm the negative correlation in the post-WWII
