“Meldewesen online”- electronic registration of residents The aim of the project is to build up a platform for electronic registration of residents. The platform is the base for realising several eServices in this special field of public administration. To ensure confidentiality of registration data the project applies digital signatures and encryption. The solution implements the transport protocol OSCI to gain authenticity, integrity and privacy of data. This application focuses on electronic data interchange between registration authorities. Background The amendment of the legal framework concerning registration of residents (the Melderechtsrahmengesetz) in 2001 is the starting point to reingeneer German administrative processes in a quicker, citizen-friendly and financially viable way. It opens up the way for electronic services in this part of public administration. The registration offices throughout Germany have to deal with a huge communication volume. Berlin, for example, has up to 4 million citizen register inquiries from other administrative authorities a year. Bremen, a city with 550.000 inhabitants, has to cope with 800 to 1000 citizen register inquiries a day. Normally the inquiries are letters or faxes, so are the answers of the registration offices. This papers primary aim is to undertake a hedonic analysis of the prices of laser printers in Germany from Jan 1992 – Dec 2003. In the first half of the paper the data set is discussed which consists of 378 observations obtained from a German computer magazine on the prices of laser printers. One of the conventional approaches to hedonic analysis is to use the time-dummy (or Adjacent Year Regression (AYR)) method for constructing hedonic price indexes. However, the author criticizes this method and pursues an alternative approach. The main contribution of the paper is to suggest an alternative hedonic method, the Continuously Compounding Coefficient (CCC) method, which allows the parameters in the hedonic function to change over time by allowing up to a 3rd order time trend in the estimated coefficients. The CCC method is then applied to the laser printer data set.

Amplitude Probability Distribution (APD) has been proposed within CISPR as a measure of the emitted electromagnetic energy from electrical equipment. In an earlier paper, the connection between the APD of a disturbance and its effect on digital communication system was presented. However, a tractable way to put a requirement on the APD has until now not been presented. This paper shows a possible approach to design emission requirements on the APD. By letting a measured APD of a disturbance lie below the requirements, the impact on a variety of receivers are guaranteed to not exceed the maximal bit error probability.

Motivation: It is often challenging to know which government web sites are working well and which have significant potential for improvements. There are very few unified ways of measuring such services, and these are often based on manual evaluations which are both costly and bias prone. The expected expected outcome from this Ph.D. can be divided into two main categories: • A specification and implementation of a tool which automatically benchmarks web sites ac-cording to accessibility, transparency, efficiency and impact. Several of the tests will utilize so-called learning algorithms − algorithms which, based on some input or training data, will be able to perform tests which typically are done manually. • Empirical results of accessibility, transparency, efficiency and impact, retrieved automatically using the implementation. The significance will be the possibility to easily benchmark local government web sites. This will be an important tool for both raising and maintaining awareness on important topics such as accessibility, transparency efficiency and impact as well as identify good practices. Accessibility: Web sites are often created in such a way that they limit some disabled users, such as blind people, from using the web sites. Measuring web accessibility
