Abstract: Contemporary multimedia applications usually require
servers to provide static QoS (Quality-of-Service), such
as constant bit rate or fixed average transfer rate. These
requirements do not reflect the application needs, but result
from lack of support for adaptive QoS in applications
as well as in operating systems. Multimedia servers
should provide "acceptable" service under a variety of
