Abstract: Current operating systems are not well-equipped to handle sudden load surges that are commonly experienced by Internet servers. This means that service providers and customers may not be able to count on servers being available once their content becomes very popular. Recent Denial-of-Service attacks on major e-commerce sites have capitalized on this weakness.
