Abstract: Active q e e management (AQM) in ro ters has been proposed as a sol tion to some of the scalability iss es associated with TCP's p re end-to-end approach to congestion control. However, beyond congestion control, controlling q e es in ro ters is important beca se nstable ro ter q e es can ca se poor application performance.
