Abstract: this report is to discuss
a fast codec (encoder and decoder) for this code, which achieves its high speed by
keeping about 20 KB of tables in memory. The general outline of this codec is
suggested in the standards; this report provides some implementation details which we
did not include in the standards, including the technique for varying the error-correction
power of the codec, along with a mathematical justification of the techniques employed.
