Abstract: Introduction Hong Kong is a major metropolis in the world. It has many large infrastructure systems, e.g. transportation systems, rail roads, tunnels, airport facilities, electric power and telecommunication lifelines, water supply and sewer systems, public works, etc., all of which provide the lifeline supports to the populace in Hong Kong. The serviceability of these systems intimately affect Hong Kong's economic growth, its competitiveness, productivity, and people's quality of life through ... (Update)
