While this statement is correct, it is a bit misleading since these planners can generate plans for a less restrictive class of parallel plans. As noted by Horz (1993), since some of the effects of an operator may be unnecessary with respect to the goal and preconditions of other operators, the fact that two operators are unordered in a plan generated by a partial order planner does not imply that they are independent.
