....the phenomenon of so called heavy tailed cost distributions. Such heavy tailed cost distributions indicate that there is on the one hand a considerable fraction of very short runs, but on the other hand a non negligible fraction of very long runs. Recent work in Artificial Intelligence ( GSMT98, GSK98, GSCK00]) tries to make use of the short runs by introducing randomization into the heuristic search procedures and restarting the randomized search procedure on the same problem as soon as a cutoff value is reached. For instance, it turned out that there is heavy tailed behavior in some planning domains ....
