Abstract: The growth of new Internet applications like P2P (peer-to-peer) networking has led to highly variable tra#c patterns that is not easy to predict. Ideally, ISPs would like to provide predictable performance to this tra#c without requiring real-time detection of tra#c changes or dynamic re-configuration of the network. Two-phase routing is a scheme that permits pre-configuring a network such that highly varying tra#c can be carried with predictable performance. (Update)
