Abstract: Besides providing network management to the Internet, it has become essential to offer different Quality of Service (QoS) to users. Policy-based management provides control on network routers to achieve this goal. The Internet Engineering Task Force (IETF) has proposed a two-tier architecture whose implementation is based on the Common Open Policy Service (COPS) protocol and Lightweight Directory Access Protocol (LDAP).
