Abstract: Language systems intended for general use, both academic and commercial, are typically designed to provide high performance at the expense of other important design goals. In particular, design for system evaluation is not stressed in many language systems. This paper discusses the need for evaluation as an important design consideration, and uses evaluation of garbage collection algorithms as an example of this point.
