Abstract:
This paper presents a new structure for a low bit rate video coder. The new structure uses quadtree decomposition for motion estimation and compensation. This significantly reduces the computational complexity of the coding operation. The new coding scheme yields high subjective quality at bit rates compatible with RDSI channels. Simulations results demonstrate the effectiveness of the new coder. I.
