PREFACE The habitat suitability index (HSI) models for alewife and blueback herring (collectively, river herring) in this report are intended for use in impact assessment and habitat management. The models were developed from a review and synthesis of existing information and are scaled to produce an index of habitat suitability between 0 (unsuitable habitat) and 1 (optimally suitable habitat). Assumptions used to transform habitat use information into the HSI models and guidelines for model application are described. These models are hypotheses of species-habitat relationships, not statements of proven cause and effect relationships. The models have been applied to six sample data sets that are included. Users are encouraged to convey comments and suggestions that may help increase the utility and effectiveness of this habitat-based approach to fish and wildlife management.
