Abstract: A model of congestion management is proposed in order to maintain adequate performance in both short term fluctuating traffic loads, and through long term predictable overloads. In this paper we present such a multi agent congestion framework by addressing three constituent facets: i) a formal queued network architecture for comprehending the fundamental effects of congestion, ii) a multi agent model for representing and easing network traffic overloads, and iii) mechanisms and strategies ...
